Where I'm taking you, the state watches every public space. Every street, every gate, every lawn, every hallway: a camera, decades old, and a room where all of it goes. Nobody argues about it anymore. It's weather.
Any neighbor can put you to sleep for a crime. Right there, on the spot. One condition: a camera has to have seen it.
The state's cameras see most things. For the rest, people have phones.
Nobody says sorry in this city. Think about why.
No camera, no proof. No proof, nothing happened. Hold on to that one; somebody in this story is going to need it badly.
A new woman moves into a building where everyone watches everyone, under cameras that watch them all. Polite, punctual, exactly what the building wants. She has one thing to hide.
The man next door is the only person in the building who still says sorry.
